The peak of the Great Recession and a year when Michael Jackson and Ted Kennedy died.Governors and lawmakers have used a variety of strategies and actions to bridge huge revenue deficits and fashion a balanced state budget during the past eight years, but it seems like this Sisyphean task is never finished.The effort continues with Pennsylvania facing a nearly $ 700 million shortfall in the current 2016-17 fiscal budget. The overall budget deficit is around $ 3 billion when increases in public pension costs and human services costs and the loss of one-time revenue sources is factored in.
